Life in Bangalore: using RTI to resolve PF transfer issues

In 2005, I changed job. At that time, I submitted an application at my new employer for moving Provident Fund money gathered in my PF account associated with previous employer. But, I was never intimated by PF office about the transfer of money from my older account to newer account. So, I was worried whether the transfer was successful.

To add more fuel to my confusion, since the time SMS service was launched by PF office, I was able to see money accumulated in my older account - and it was growing as per standard rates of interest. I could see such updated amounts via SMS till 2009, when inactive accounts stopped generating any more interests. I got worried and reapplied for transfer of money from older PF account via current employer. I got no response about it.

In 2010, I joined a new company (old one got merged with this) and I got another opportunity to apply for transferring money from my PF account which stopped getting monthly top-ups since 2005. On this application also I did not get any response from PF office.

Around 2012, PF office started online services that included requesting transfer of accounts. I tried tried twice - in both cases, my previous and current employers approved, but PF office rejected the transfer request. And as usual it was without providing any details hinting at the cause of rejection. I could see some details about my old PF account, and it did not have some important particulars such as name of my Father etc. Since I had mentioned all such details while applying for that PF account, and I had a photocopy with me to substantiate that, I got more worried. I was wondering how such details got missed out and whether that was the cause of their rejections.

I was wondering what course of action I need to follow to resolve this issue. Then started searching in Google to find out whether anyone else faced similar issue and whether someone knew about a resolution of that. I landed in this useful blog written by Manish Chauhan, where he advised on how to file an RTI application to inquire about status of PF transfer. Process was simple, starting with procuring Postal Order of ₹10. The blog suggested a draft format for the RTI application letter and also indicated who should be payee of the Postal Orders. Finally, within a month's time of posting the RTI application, I got detailed response from PF office.

The reason PF office rejected my online transfer requests was that it was transferred during my first transfer application in 2005 itself. After this, I opened up my annual PF report, which I used to collect every year during 2005-2010, of 2006 and checked that the amount accumulated in my new PF account could not have been what it was around March 2006 unless the PF got transferred from older account.

After so many years, finally I got the confusion cleared, without having to spend much money. This was possible because of provision of RTI application to obtain such information from government departments and thanks to the person who spent his time to share his knowledge via blogging.
